Ask whether the provider supports the make, model and key type, and what proof of authorization is required. Agree on the programming scope, treatment of missing keys where supported and completion checks.

California's Department of Consumer Affairs publishes consumer tips for hiring a locksmith. It states that in California locksmiths must be licensed by the Bureau of Security and Investigative Services, asks consumers to verify the licence online at bsis.ca.gov or by telephone, and says locksmiths are required by law to carry a pocket version of their licence and should be asked to show it on arrival.
